What is a “quick review”? Do you mean the normal blue “classic review”?

Because Memrise staff or investors (and mobile app vs. website developers) wants to make the main dashboard un-usable

They IMHO want you to actually use (and not ignore) their Premium features, and so the dashboard was rewritten to push you into a “Pro subscription”.

Why don’t you just use the “Groups” view or open the course in a dedicated window and simply ignore the main dashboard (besides streaks and review count)?

Those blue “classic review” buttons in those views, have not - thankfully - been removed…yet.

I guess we will see the removage of those buttons with one of the next updates (or maybe the next 24-48h)
