Why is the president in the dative case?

I’m learning the fifth Memrise russian course for native english speakers and I have encountered a phrase whose grammar I can’t comprehend.

кто был первым президентом соединнёных штатов?
Whos was the first president of the United States?

My question is: why is the president put in the dative case?

Кто был перв_ым_ президент_ом_ Соединённых Штатов?
It’s not dative. It’s instrumental.
