There was a question “куда мы побежем сегодня?
THe answer should be 1) на городский стадион or 2) на городском стадионе.
I was thinking the correct answer is 1. Because of the question куда.

You are right, the answer is 1, but there’s a mistake in the question - it should be побежим. If it wasn’t your typo, then you should probably report it to someone.
