How is thing function even still acceptable?
It gets to the point where I cant’ even read the question before the timer counts it wrong. How is this feature usable?

Yeah, this is a repeated topic here. In short: Speed Review is only useful when the following criteria intersect:
You have a big course to review.
The course contains words that you have become incredibly familiar with to the point you know them like the back of your hand.
Your time is limited and need to review as much as possible in a shorter amount of time.
Other than that, the feature isn’t that usable IMO.
My tests for Portuguese BR, especially PT BR Basic and PT1-7, where these courses contained phrases/sentences showed me, that this “feature” is not usable on the web portal with Firefox V52 (how the bar rises, does not reset, does not go fully to the top, etc.).
You may want to test it on the Android app.
The red timer bar works quite differently there.
However, I am less a fan of multiple-choice, but more of typing.
And with the user scripts from Cooljingle, is there even a need of a speed review based on a timer?
I think that the purpose of speed review is to actually review the foreign words. For me, the problem with the fast timer is that often one cannot hear the foreign words, because the app jumps to the next question. So I would like Speed Review to at least finish pronouncing the foreign words before starting to count time, in order to prevent jumping to the next question before letting the user hear the foreign words.
Whenever the foreign phrase/ string of words is fairly long a similar problem occurs with the writing: Not only is the pronouniation cut off (as indicated above), moreover, the written words are cut off, because the field containing the answer is too small!
Cutting both written and oral review off = not reviewing!
