Why is habrá fuertes vientos en el sur correct and
habrá vientos fuertes en el sur wrong?

Or can it be both ways?

I was just wondering about that myself (not for this course, but in general). I would love to hear from a native speaker about this, but I did find this Adjective Placement page from SpanishDict that gives a pretty comprehensive explanation with examples. The case you describe sounds like it falls under the category of “descriptive adjectives that emphasize an essential quality of a noun.”

Thanks for the link, BUT…
As I see it, lions are brave most of the time, but winds don’t have to be strong at all, thus… WHY fuertes vientos and not vientos fuertes
