Весь question

Hello everyone,
I have a hard time to understand usage of весь…

  1. всех звакуировать из этой местности!
    Evacuate the area! What case of весь was used in the sentence? Gen or acc? And why…???

  2. всем выйти! Everybody out!
    Same problem here… I dont understand if it is inst case or dative case.

“Весь” is a pronoun and it can be used in different kinds of phrases. The most simple case is when весь is used as an adjective “whole”:
весь день = the whole day
вся площадь полна народу = the whole square is full of people
я всё время занят = I am busy the whole time
etc.

But very often весь is used like a noun, and your sentences are of this sort too. “Все” (always in plural) means “все люди”, everybody.
Все (nom.) знают, что земля круглая. = Everybody knows that the Earth is round.
Военные велели всех (acc.) эвакуировать из этой местности = The military ordered to evacuate the area.
Учитель всем (dat.) сказал выйти из класса = The teacher told that everybody should go out.

Your phrases are shorter because they are in imperative form, commands are usually that way.
