You can over-water items, even the review button is not blue and there are no words in your review backlog queue.
It would be intresting to hear how the algorithm is coded by staff to select words which are due in 30/60/120days level-wise.
I encountered it multiple times that items with a bigger spacing like 60days++ are not known to me anymore when I did the over-watering
