There was a bot attack and Memrise had to disable the course creation temporarily, on the official website, and is working to fix the problem.
In the meantime, you can create courses through sister site Decks (use the same Memrise login): https://decks.memrise.com/home/
Decks are still in the testing phase (there may be some configuration issues), but the database is shared during this phase, and everything you do on one site will reflect on the other.
