Hacerte and Hacerle

¿puedo hacerle una pregunta? = can I ask you a question?

déjame hacerte una oferta = let me make you an offer

why is it hacerle in the first one and hacerte in the second one?
as far as I understand “hacerte” means “make YOU” and “hacerle” means "make HIM"
and both sentences are addressing YOU. so why is the difference?

first is polite, second informal (the course creator should mention/give a hint)
