If you could only speak one language for the rest of your life, and that language had to be learned/relearned, would you learn through a language app or a language class?
What is something you want in a language app that only language classes can offer?
What is something you want in a language class that only language apps can offer?
If you can teach your past self the best method to learn a new language (before you even started learning new languages), what would that method be?

I don’t understand why you’re asking such “either…or” questions.
In my experience, the most useful way to learn a language is to use a variety of tools. Memrise is great for teaching vocabulary. Duolingo helps with grammar, though you may need additional grammar references. Clozemaster helps you practice vocab in the context of sentences. Podcasts and videos help with listening comprehension. Children’s books, blogs, and news websites can provide reading material. Classes, private lessons, and speaking with friends help with speaking skills. Classes and private lessons can also help with grammar and some of the nuances of vocab as you get more advanced, as well as provide you feedback on things you write.
There’s no way I’d limit myself to just one of those resources.
If what you’re really trying to ask is, “Should I take a class, or can I get what I need from the internet?” than I would tell you that you can get a lot for free on the internet, but you’ll need to spend time talking to real, live native speakers if you want to actually speak the language.
