Most courses are created by users like you and I - the one you link to was created by @myriamazgour. I don’t think there’s any rule against empty courses as such, so I don’t think it will be deleted, unless by the course creator themself. It could be they still plan to add contents to the course, or it could be they just never got around to doing what they planned to do…
