Are you able to duplicate content you’ve previously created to a new course?

Yes, provided you added level(s) to your course, you can duplicate a level.
To do so, click the “duplicate” button that appears within a level’s (blue) header.

no, there’s no “official” (or easy, for that matter) way to copy/duplicate a course I’m afraid.
That said, you can copy a course, but it’s not straightforward. Here’s a few threads in which you’ll find further information.

FWIW, if you intend to not have audio in your course then it’s actually not all too bad as you, basically, just export from a course and (bulk-) import into a new one. However, if you need to transfer audio, it seems that the only way consists of manually adding the audio files one by one. Or at least I haven’t found any better/easier way myself.

P.S.: here’s a posting with the most detailed instructions that I had been able to find. I’ve tested this as far as downloading everything into Anki, haven’t yet gotten round to take it any further from there.
