I want to make a new Course , but this message appear" Course creation is temporarily disabled, check http://community.memrise.com/ for updates " please guide me . Thank you

The latest update they gave said they hoped to have it back up and running by the end of today:

There was an announcement about this a few days ago: They gave an update this morning on a different thread: As Amanda said, it would have been better if they had posted in the “Announcements” area and kept it all in one place.

As long as you can’t create new courses on Memrise, go through Decks, it works there.
