Chōonpu being misused on Japanese 0

I’m a new learner of Japanese, so I might be wrong on this.

I’ve read that the Chōonpu symbol (ー) is only used with katakana. However, on the Japanese 0 lesson, there is a card with the text 「へー!」.

Wouldn’t it be correct to write it as 「へえ!」 instead?

Both options are correct
There’s even the third one: へえー
