I think they are studying the courses 1-4, and have not yet tried 5-7. Simple as that. I

I have noticed same thing too with other courses.
But there are people on course’s leaderboards, so people are using them. It’s probably bug in memrise.

Yes, it is a bug. This issue is pretty encompassing, as it effects not only number of users not growing as people join a course, but also sometimes that the number of learners is still 0, even though there are some users on a course. Hopefully this issue will be resolved soon since it causes confusion to many.
