§ 2 Abs. 1 der Landesverordnung über das Landeswappen, die Landessiegel und das Amtsschild vom 7. August 1972, die dieses Siegel beschreibt, lautet:

„Das Große Landessiegel zeigt das Landeswappen ohne Umschrift in einem Kranz von Weinlaub und Weintrauben. Es hat einen Durchmesser von 5,5 cm und wird als Prägesiegel benutzt.“

§ 3 Abs. 1 derselben Verordnung regelt:

„Das Große Landessiegel verwenden bei feierlichen oder bedeutsamen Beurkundungen der Landtag, die Landesregierung und ihre Mitglieder.“
